ARTICLE I - NAME

The name of this organization shall be called the "ILLINOIS HIGH
SCHOOL GIRLS GYMNASTIC COACHES ASSOCIATION", and hereafter
referred to as the Association.

ARTICLE II - PURPOSE

A. To support and promote the best type of gymnastic competition
for girls in Illinois.
B. To provide a coaches directory.
C. To provide instructional clinics two (2) times a year.
D. To provide a newsletter.
E. To send out questionnaires on current issues.
F. To remain an active link between the coaches and the IHSA.
G. To promote and approve national interscholastic competition
between the state of Illinois and other states that are not
otherwise restricted by State Association.

 

ARTICLE III - MEMBERSHIP

There will be three types of membership in the Association.

A. Voting Membership - shall include assigned girls high school
gymnastic coaches who are presently or formerly employed by
accredited high schools in the state of Illinois. They will have
a voice and a vote. Dues will be set by the executive board of
the Association. Membership into the National High School
Gymnastic Coaches Association which is recommended by the
Association may be an additional fee.
B. Associate Membership - shall include former Illinois high school
coaches, junior high school coaches, college coaches, private club
coaches and judges. They will have a voice and no vote. Dues
will be set by the executive board of the Association.
C. Guest Membership - shall include gymnastic clothing and
equipment manufacturers, non-profit organizations and
administrators. They will have a voice and no vote. Dues will be
set by the executive board of the Association.


ARTICLE IV - ORGANIZATION

A. Each voting member of the Association is entitled to one (1) vote
and only the votes of the members present at the Association
meetings will be counted.
B. All resolutions passed by the membership of this Association which
affect Association procedures shall then become amendments of the
Constitution.
C. The Association shall have the authority to establish any and all
committees deemed necessary for efficient operation of this
Association.
D. There will be a conference representative(s), from each
conference, to relay information to the coaches.
E. The Executive Board will meet to establish the exact meeting dates
for the forthcoming year. They will establish at least six (6)
meetings following the season. All members will be informed by
mail of said meeting dates.
F. The organization shall let the conference repsresentatives hold
alternative meetings to the regular monthly IHSGGCA meetings for
the the purpose of voting and any other association business by
the membership.
G. Given the above format (F), it would entail 6 extra meetings.
Missing 3 regular monthly or alternative conference-rep meetings,
it would bring about the immediate loss of all voting privileges.

 

ARTICLE V - EXECUTIVE BOARD

A. There shall be an Executive Board which shall consist of the
President, Vice-President, Secretary/Treasurer and the Past
President. All shall have a vote during executive meetings.
B. The Executive Board is empowered to act in specific matters
approved by the Association for the membership between meetings
and shall transact business and administer the affairs of the
Association in keeping with the purpose and policies of the
Association and the membership.
C. The Executive Board under the direction of the President shall be
charged with:
a. Preparing and publishing the agenda for each Association
meeting.
b. Preparing and publishing the information brochure with
distribution in early September each year.
c. Preparing and publishing the coaches directory.
d. Preparing and publishing an Association newsletter which will
be distributed prior to each meeting.
e. Making all the arrangements for Association sponsored clinics.
f. Administering all the details involving the selection of Senior
Gymnast of the Year Award.
g. Administering all the details involving the selection of the
Illinois High School Senior Team.
h. Setting the due structure for the following year.
D. The Executive Board shall meet with the Conference Representatives
before each meeting and any other time the President feels is
necessary

 

ARTICLE VI - OFFICERS

A. The officers shall consist of President, Vice-President and
Secretary/Treasurer
a. The officers shall be elected from the membership and by the
membership.
b. The Secretary/Treasurer's position shall serve a term of one
year. The Vice-President's position shall be a two (2) year
commitment. The first year will be served as the
Vice-President, the second year as President. All three
positions may be reelected by the membership.
c. No officer may serve more than four (4) consecutive years.
d. Only voting members may be elected to the office of President
and Vice-President. Voting members and associate members may
be elected to the office of Secretary/Treasurer.
B. The President shall perform the following duties:
a. Shall preside at all meetings of the Association and shall call
special meetings of the Association when necessary. The
President shall also call meetings of the Executive Board
whenever necessary.
b. Shall attend all IHSA advisory committee meetings, if invited
by the IHSA, and shall represent the Association in his/her
presentations and vote according to the Association's
recommendations.
c. Shall preside over the Executive Board.
d. Shall uphold the Constitution of this organization.
C. The Vice-President shall perform the following duties:
a. Shall take the place of the President in cases of absence and
perform his/her duties.
b. Shall assist the President in completing all mailings.
c. Shall order all awards to be given at the end of the season
(Senior Gymnast, Coach, Newspaper Writer, Judge and Special
Appreciation of the Year Awards). Also order the appreciation
award to the out going President.
d. Shall total all votes and surveys done for the Association when
in the best interest of the Association.
D. The Secretary/Treasurer shall perform the following duties:
a. Shall have charge of all funds of the Association and shall
submit an annual report of all receipts and disbursements to
the full membership of the Association
b. Shall give a financial report at each meeting.
c. Shall keep records of the meeting of the Association and the
Executive Board.
d. Shall keep a special file of all resolutions passed by the
Association and shall report to the membership of all actions
taken by the Association.
e. Shall assist the President in completing all mailings.
f. Shall be responsible for sending the minutes of all meetings to
the membership in conjunction with the President's newsletter.
g. Shall total all votes and surveys done of or for the
Association.

 

ARTICLE VII - CONFERENCE REPRESENTATIVES

A. Conference Representatives shall be elected by their respective
conferences
B. Conference Representatives shall meet with the Executive Board
as necessary.
C. Conference Representatives shall be the primary force in the
yearly membership drive.
D. Conference Representatives shall assist in the administration of
Association questionnaires and surveys.
E. Conference Representatives shall assist the President in any way
deemed necessary to administer the affairs of the Association.
F. Conference Representatives will hold the alternative meetings
for the members of the association that could not attend the
regular meetings. The manner at which these alternative meetings
are to be run will be set forth by the executive board.

 

ARTICLE VIII - ELECTION OF OFFICERS

A. Election for the officers shall be held each year at the last
meeting of the Association.
B. Newly elected officers shall assume their duties immediately after
all elections have been completed.
C. Elections of officers shall proceed in this manner:
a. Elections shall begin with the President, then Vice-President
and then the Secretary/Treasurer.
b. Nominations for each office will be made to the chair until a
motion for the nominations to be closed is made and seconded.
c. Voting shall proceed by a closed ballot.
d. Counting of the ballots shall be done by the Executive Board
and selected Conference Representatives as soon as all the
ballots are cast.

 

ARTICLE IX - AMENDMENTS

A. The Constitution may be amended during a regular meeting of the
Association or at a special meeting called for a specific purpose
of amending this Constitution by a majority of the voting members
present.
B. An amendment to the Constitution may be proposed at any meeting of
the Association.
a. The amendment shall have a motion and a second before it is
considered by the Association.
C. The succeeding meeting will be used for discussion.
D. Voting on an amendment shall take place at the next meeting
succeeding the meeting where the amendment was discussed.
E. The President shall notify Association members of the proposed
amendment and the date and time of voting via the Association
newsletter.
F. The executive committee is empowered to make statements to reflect
the Association opinion in the best light possible.


Illinois High School Girls Gymnastic Coaches Association

BY-LAW I

SENIOR GYMNAST OF THE YEAR

I Description:

A. A yearly award will be given to the outstanding female senior
gymnast in Illinois
B. This award is sponsored by the IHSGGCA and only gymnasts of
member coaches are eligible for the award.
C. The award shall be presented to the winner the night of the
state finals.
D. An individual trophy, meeting monetary requirements of the IHSA
By-Laws will be presented to the gymnast.
E. A larger traveling plaque will also be presented to the
gymnast's school and shall remain in their possession for the
next year. The traveling trophy will have the name of the
gymnast, year awarded and the gymnast's school inscribed on it.
F. Trophies and plaque will be provided by AMF-American Athletic
Equipment Company.


II Requirements:

A. Must be a graduating senior.
B. Must be an outstanding gymnast as an individual competitor and
as a team member.
C. Must maintain a high scholastic average.
D. Must be representative of a true athlete in leadership quality,
coachability, dedication, helpfulness and sportsmanship.
E. Must be on a high school team for at least 3 years.


III Election Procedures:

A. Each IHSGGCA member coach may nominate one name of a gymnast
they feel is deserving of the award. The name may be from
his/her team or from another school.
B. The nominating coach will fill out the proper Association
nomination form.
C. Nominations should be received in writing prior at the January
meeting.
D. Absentee ballots should be marked and returned prior to the
meeting where the vote will be taken.
E. The gymnast receiving the majority of the votes shall be the
winner. Announcement of the winner will not be made public
until the night of the state finals.

NOMINATION REQUIREMENTS FOR IHSGGCA AWARDS

I Outstanding Girls Gymnastic Coach of the Year Award

A. Current member of the IHSGGCA
B. Presently coaching a high school girls gymnastic team.

 

II Girls Gymnastic Judge of the Year Award

A. Is a registered IHSA official
B. Has attended IHSA official's meetings
C. Is currently judging high school gymnastics.
D. Is well qualified in gymnastics, knows correct rules, and is
thoroughly prepared for each assignment.
E. Attends clinics, workshops, and other sources of judging
information.
F. Maintains high ethical standards.
G. Has been of service to schools in times of need ( I.E., last
minute substitute judge, traveling a great distance to judge,
ect.).

 

III Special Appreciation Award for Contribution to
Illinois High School Gymnastics

A. Gives voluntarily of their time.
B. Shares their knowledge and philosophy with others involved in
the sport of girls gymnastics.
C. Would provide help in time of need. ( I.E., help with clinics,
judging, coaching, or other matters related to gymnastics).


IV Newspaperperson of the Year Award

A. Contributes to the interest and knowledge of high school girls
gymnastics
B. Actively promotes high school gymnastics through the media

BY-LAW III

NOMINATION REQUIREMENTS FOR NATIONAL HIGH SCHOOL TEAM MEMBERS

I Philosophy:
Be it understood that the goals in selection of the Illinois
high school team to the National High School Gymnastics
Championships will reflect the goals of the Association in
commitment to Illinois high school gymnastics, sportsmanship
and excellence in gymnastics.

II Description:
A. The maximum allowable team size of senior girls will be chosen
to represent Illinois at the National High School Gymnastics
Championships.
B. Two alternates will be selected in case one or more of the
chosen number should not be able to attend. Decisions for
competition will be made by the executive board.

III Minimum Requirements:
A. Must be a graduating senior.
B. Must be a high school gymnast for the previous girls season.

IV Nomination Procedure:
A. A senior all-around gymnast may be nominated by one of her
coaches who is a full IHSGGCA member. The nomination must be
received in person at the February meeting. The nomination must
include:
1) Scoresheet from the any invitational (5 or more teams),
conference meet, or similar competition.
2) A bibliography including name, address, phone, school,
coach, coach's phone, years in high school competition
(total + Illinois) and any gymnastics awards.

V Selection Procedure:
A. The nominator must submit follow up scoresheets for all of the
following meets entered; conference, IHSA regional & IHSA
sectional. These scoresheets must be submitted to the IHSGGCA
liaison by the conclusion of the IHSA State Gymnastic preliminary
sessions.
B. The IHSGGCA executive board will collect the state preliminary
scoresheets.
C. The IHSGGCA executive board (selection committee) will select
twelve (12) gymnasts based on the following criteria:
1) The four (4) best scores from the scoresheets
submitted will be used with the high and low score
being dropped and the two middle scores averaged.
2) The philosophy expressed in Article I.
D. The names of the twelve (12) finalists will be mailed to the
Association members. Votes from full members will be accepted
by mail or fax if received on or before the day of the March
meeting or brought to the March meeting. The members vote for
the maximum allowable team number should be consistent with
the philosophy expressed in Article I. The results will
select the gymnasts by the top vote winners and the next
two as alternates.
E. If any of the executive board has a nominated gymnast, they
will be replaced on the selection committee by a full member
of the IHSGGCA as voted by the members present at the February
Association meeting.
F. A nomination for a gymnast with extenuating circumstances
(i.e. injury) may be submitted under the same procedures. The
nomination for the injured gymnast must include a doctor's
note describing injury diagnosis and prognosis. All other
circumstances must provide a full and complete explanation.
All scoresheets from invitational, conference, regional and
sectional meets must be submitted as in Article IV.

VI Training:
A. All selected gymnasts must be willing and able to train for
the months of March, April and May under the general guidance
of the Illinois coaches to the NHSGCA.

VII Notification Procedure:
A. Notification from the selection committee will be made by
registered mail to the gymnast's coach and gymnast by the
Monday following the March Association meeting.
B. The gymnast must respond back to the IHSGGCA officers by
registered mail by the date specified in the invitation.
C. Formal announcements will be made in the IHSGGCA final
newsletter.
D. The high school coach of each participating gymnast will be
offered the position of one the four team coaches. Should any
of the coaches decline, the executive board will select the
remaining coaches. The executive board will also select the
lead coach.

BY-LAW IV

HALL OF FAME AND COMMITTEE SELECTION

I Description:
A. To elect six members from those nominated to draft the
policies and procedures for the Hall of Fame committee. Those
voted shall submit these policies by the December meeting.
These policies shall then become a By-Law proposal to the
membership for vote.

II Requirements:
A. Must be a current member of a IHSGGCA and a coach for a
sanctioned IHSA high school team.


III Election Procedures:
A. Upon passage of the Hall of Fame proposal, these six members
shall become the Hall of Fame committee. Those two who
receive the highest total of votes shall serve for three
years, the next two for two years and the final two for one
year. Each year an election will be done to elect new members
to the committee to replace any out going members.


IV. Hall of Fame
A. Location: Morava Center
B. Purpose: To recognize the achievement of those people who have contributed to the promotion of Illinois High School Girls Gymnatics.
C. Categories: Competititors, Coaches, Judges, Contributors
D. Criteria:
1. Any member of the IHSGGCA will be eligible to submit nominees.
2. Any member making a nomination will be responsible for writing a resume of the nominee's accomplishments and contributions to Illinois Girls Gymnastics.
3. All nominees in either the coach, judge or contributors category must have a minimum of 5 years active participation in the Illinois High School system.
4. All resumes must be submitted to the Hall of Fame Committee in December for screening.
5. A majority vote of the Hall of Fame Committee is needed to approve the nominee for the membership vote. In the event that a HOF committee member is nominated, or has a former gymnast nominated, that member shall not participate in the voting.
6. The HOF committee will present the final nominees to the entire membership for voting. The vote will take place at the conference meets and collected by the conference representatives. A 3/4 majority vote is needed for final induction. The announcement will be made at the State Meet.
7. The number of inductees into the Hall of Fame the first year shall not exceed 6. The number of inductees in all other years shall not exceed 3.
